Question:

I have a 2016 tacoma 4 door long bed with a snugtop hi liner shell. Can I install the rails for the rack system on the shell?

Yes, a SnugTop Hi-Liner camper shell will absolutely allow you to install the Rhino-Rack system, though I recommend measuring the top of the shell to determine the correct length of bars for your truck, as you may need the shorter crossbars since the Hi-Liner doesn't go the full width of the truck bed:

The Hi-Liner slopes downwards a bit, but there won't be any issue regarding the installation of tracks on that type of camper shell.
