Can the propane tanks be placed on this carrier and the generator placed below?

Functionally, using the Stromberg Carlson Trailer Tray Cargo Carrier for A-Frame Trailers, # CC-255 to mount propane tanks is workable. Although I caution that you ensure the propane tanks are at least as secured as the OEM positioning to minimize any possible issue/damage from vibration. You would most likely need to extend your propane line to reach the new positioning of your regulator. This has a weight rating of 300 lbs.
