Hello! I would like to know if the one in the circle is the left outer/right inner or the right outer/left inner. Not sure what the reference is. Can I have the part number for the wheel tray in the red circle? Thank you!

That would be the left inner wheel tray for your Swagman Chinook 2 Bike Rack # S64683. The correct replacement is the Replacement Right Outer or Left Inner Wheel Tray for Swagman Chinook Bike Platform Rack # SP521.
