For a tonneau cover that will allow you to fully open your tailgate while installed, I recommend the BAK Revolver X2 Hard Tonneau Cover # BAK39602. With the BAK Revolver X2, you will be able to open and close your tailgate whether the tonneau cover is in the opened or closed position. Also the Revolver X2 comes with Matte black rubber seals that help to keep water from seeping into the bed.
