What Holds The Panel In Place For The Camper Skirting On The Solera Family Room?

Does the netting attach below steps to ground? If so by velcro or snaps?

The trailer skirt panel of the Solera Family Room # LC362230 that attaches to the camper is held in place with self-adhesive snaps. These snaps hold the top of the panel to the side of the camper. At the bottom of the panel are grommet holes for stakes that will hold it to the ground.
These same grommets are found on the side and front panel for securing it in place.
