85 Toyota 1 ton long-bed pickup with your trailer hitch # 13086, could I tow a 2100 pound boat with this setup or would that be pushing the limits?

If you are going to purchase the Curt Hitch # 13086 for your 1985 Toyota Pickup, the hitch will be able to withstand the 2,100 pounds of your boat (along with the trailer as long the combined weight does not exceed 5,000 pounds or whatever the max tow weight capacity rating is for your 1985 Toyota Pickup). From my research, it looks like the weight rating of your vehicle is 3,500 pounds. However, in order to know for sure, I recommend consulting your owner's manual for that capacity. As long as you keep under the maximum weight capacity, you will be fine with towing your boat/trailer.
If you need a wiring harness for your trailer on your 1985 Toyota Pickup, I recommend the Curt Powered Tail Light Converter with 4-Pole Flat Trailer Connector # C59236. This wiring kit powers the trailer's stop, turn, tail and running lights directly from the tow vehicle's battery.
