Can the leaf springs be relocated 4” towards the center of the axle. I have a new axle that measures 59 1/2” from leaf mount to leaf mount. The trailer measures 52 1/4” mount to mount.

They sure can!
What you will need to do is replace the spring seats that are currently welded on the axle in question, and have a qualified welder weld them in the correct location to match your trailer.
Now the correct spring seats will be dependent on the diameter of your axle tube. The most common sizes are the 1-3/4" # TRSS175 which is common for 2000lb axles, the 2-3/8" # TRSS238 which is common for 3500lb axles, or the 3" # TRSS300 which are common for 5200-7000lb axles.
