Can you tell from the attached photo which valve I would need?

From the picture you provided, it does look like the Double RV Waste Valves - Sewer Wye - Rotating - 3" Spigot and 1-1/2" Spigot # TR38B will be the correct fit for you. However, I will say it is a good idea to measure the 2 pipes going into the valve to make sure they match the 1 1/2" and 3" ports.
