I checked with my contact at Tekonsha and the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # TK76FR you were looking at is indeed confirmed to fit your new 2021 Nissan Rouge AWD.
You are correct that there were changes between the 2020 and 2021 Rouge's but the connector for the # TK76FR is the same between these years.
If you have not already decided on a trailer hitch receiver for your Rogue I recommend going with the etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e93ZR which is confirmed to fit your vehicle and the matte black powder coat finish matches the trim on the rear bumper nicely.
