Does this ski rack hold 1 snowboard and 2 pairs of skis?

Yes absolutely. As you can see in the attached demonstration video that the Yakima FatCat EVO 4 Ski and Snowboard Carrier # Y03095 can easily fit 1 snowboard along with a couple pairs of skis; the video shows 2 snowboards being stacked on top and there is still room for 3 pairs of skis to be mounted.
