I may have another option for you, but the Curt Front Mount Trailer Hitch Receiver # C31016 you were looking at is not confirmed to fit your 2008 Chevrolet Express Van 3500 as it was designed for vans made from 1996-2003 and at this time there is not a custom fit front mount trailer hitch receiver option.

The only possible option is having a universal hitch like the Draw-Tite # 41990-07 or # 41990-16 installed. Both of these hitches fit frames that are up to 44" wide and will need to be welded on by a qualified welder. In addition there may be trimming or some custom fabrication required to get it to fit correctly.
