Does Fishwire/Bolt Leader of Demco Bracket Kit Fit Through Holes in Truck Frame

How are the bolts fished through the frame? Where do you start from? Is there an opening in the frame to the fish wire?

When installing the Demco bracket kit part # DM8553004 there are holes on the frame that you'd fish the bolt leader through to pull the install bolts up through.
