Rebuild Kit for Roadmaster Stowmaster Tow Bar

Question:
I have a Roadmaster Stowmaster 5000, serial #081867, where neither inner arms will slide. The towbar was bought used and is currently mounted on the car front using a recently purchased and installed Roadmaster baseplate. The button on the fixed arm pushes down and can spring up. The button on the sliding arm will go up or down but no springing. Ive sprayed silicone spray on the inner arms but neither arm will slide. I dont believe either arm is bent. I see a rebuild kit is available #910003-10. Is that what I need?

For a rebuild kit for your Roadmaster Stowmaster you'd want the part # RM-910003-20 actually as the other part number you mentioned is not the complete repair kit.
