Broken Cable on LaSalle Bristol Cable-Actuated RV Waste Valve for Black Water Tank

Question:
LaSalle Bristol Cable-Actuated RV Waste Valve for Black Water Tank - Spigot to Hub - 72inch Cable Item # 34466N4AB72GMA I need to order this but in the mean time the cable broke to the valve inside the black plastic cover where it attaches to the valve. The valve was installed by the top and then a tank put over it so I can not get to the end screw where the cable goes into the valve or the hex bolt that holds the cable. To top it off the tank is FULL ! My question is can I take a small dremel type electric saw and cut the plastic end where the cable attaches inside and cut it off so I can get to the plunger that slides the valve open. Then grab it with a pair of pliers to pull the tank open and drain it, clean it to install a new valve ? Or any other suggestions. Remember I cant get the cable end retainer out, the screw is inaccessable ....

The plan you have sounds logical, I contacted the manufacturer to inquire about any additional information they may have that would assist in addressing the issue with your LaSalle Bristol Cable-Actuated RV Waste Valve for Black Water Tank, # 34466N4AB72GMA. They do have something to add, however, because of the limitations you have, obstructive access due to installation I am uncertain this will work. I will relay what they explained in case you can use. Please note the attached images.
In image 3 you will see where they placed pins into the "arm" extending away from the valve housing body. You can use small flat head screw driver or any other object that will allow you to pull those pieces away from the main housing. This will allow access to the cable attached to the valve itself. You can then use pliers to pull or a screw driver to push that mechanism away and open the valve. View image 2, there is a set scree/self taping screw, you may be able to remove this if orientation permits and grab hold of the cable end depending on how far down the housing it is.
If you have the "older" style of housing you may not have the openings in the arms displayed in these images. Cutting the area around the cable may be the only option you have to open the valve and empty the tank.
