Question:
Just bought a new 2013 F150 5foot ft bed with a factory installed over the rail bed liner. If I cut out the plastic liner where the brackets go, will I be able to make it work?

Yes, the TruXedo TruXport Soft, Roll-Up Tonneau cover, # TX297601, will install on your new 2013 Ford F-150 with the factory installed bed liner, but you will need to cut a hole in the bed liner for each clamp.
This is the only part of the installation where the bed liner will interfere. I do not recommend cutting the holes until you have received the tonneau cover and can do a test fit to find the best locations for the clamps. You will want to ensure that the center clamps are not placed directly under the center bow of the cover.
