We do have a solution that will work for your application! The Swagman # S64683 you were considering is a great product, but it can only carry up to 90 lbs total/45lbs each, so it's not a good candidate for your specific needs. Two electric bikes combined will easily eclipse 120 lbs in weight.
The specific bike rack you need is the Let's Go Aero # LGA77FR which is designed specifically to haul two heavier electric bikes. It has adjustable cradles that hold your bikes by the wheels, and it slides out for access to your rear hatch. It will safely haul your bikes, and go a long way towards protecting your investment.
I also recommend adding the # e98942 etrailer Hitch Pin Alignment Collar. This nifty accessory will allow you to make the installation process much easier every time you install the bike rack on your Outback Wagon. Another good idea is to pick up a hitch lock and cable lock for those bikes, such as the Hollywood Racks # HRLHPC2.
