looking for a toolbox for a 2021 Chevy 3500hd 8 bed. would like to install with an access rolling cover. my main concern is I want to be able to access toobox latches without removing the cover.

I have a excellent toolbox and tonneau cover combo option for a 2021 Chevrolet Silverado 3500 with 8' bed, the Access Toolbox Edition Soft, Roll-Up Tonneau Cover part # A62439 with UWS Low Profile Truck Bed Toolbox part # UWS07730. This combo will allow you to access the toolbox without having to mess with the cover. It's the only combo of it's kind I am aware of.
I am not sure what type of toolbox you were looking for but if this was not it just let me know.
