Will the Sumo springs fit my 2016 GrandDesign 350M toy hauler, tandem 7000lb axels?

Yes the SumoSprings Trailer Helper Springs w/ Line Relocation Bracket # TSS-107-40 will work on your tandem 7k axles. Since this is a single axle kit you'd need a quantity of two of the # TSS-107-40.
