You can absolutely carry a step thru frame bike on the Swagman # S64683 Chinook bike rack, but you would need to use a frame adapter bar like # UB01. The frame adapter clamps to the bike spanning the distance between the seat post and the handlebar stem or gooseneck, which would provide a secure spot for the bike rack frame hook to attach.
According to Swagman, step thru framed bikes just simply don't leave enough room for the frame hook to get a good purchase on the bike frame, so the bike wouldn't have good lateral support and could possibly come loose. I've linked to a product demonstration video showing how the frame adapter bar works.
