Many vehicles like your 1998 Ford Windstar have a 3 wire system with separate turn signals and brake lights. These vehicles require a converter which takes that separate signal and combines down to a 2-wire system used on most trailers. For your van you would use harness # C55346. It plugs in line with the vehicle tail light wiring. I have included a link to the installation instructions for you to view.
