Husky Centerline Weight Distribution Installation

Question:
I have a Husky Centerline TS WDH. The owners manual states that the proper torque required to attach the hitch head to the shank is 380 ft lbs. The bolts have 1-1/8” heads, and 1-1/16” lock nuts. The threaded part of the bolt is about 3/4”. Doesn’t 380 ft lbs seem a little high?

The hitch head bolts to attach to the shank of the Husky Centerline # HT32218 does seem to require a high torque at 380 foot lbs. For comparison, the Reese Steadi-Flex Weight Distribution System w/ Sway Control # RP66560 requires those same bolts in that location to 300 lbs according to the installation instructions.
