The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # 13526 is a confirmed fit for your 2007 Hyundai Tucson. I've attached installation videos to assist where you can clearly see the bumper fascia mounts are not in the way. The tow hooks are likely what he/she is seeing and they will be removed for this hitch installation. It is a simple installation as you can see in the video. The manufacturer states the installation time at 30 minutes for a professional and 60 minutes for a Do-It-Yourself installation. I've linked the installation instructions to assist as well.
If you are not comfortable doing the installation, then I recommend taking it to another shop as it sounds like they are making excuses because they don't want to do the work for the time/money.
