Does Blue Ox Base Plate Kit BX2169 Have a Weight Capacity

Question:
You state in another question that the weight rating for this tow bar is 5,000 lbs. When I called Blue Ox they told me that the baseplate was rated for the GVWR of the vehicle it is designed for, in my case 8,200 lbs. I have the HD model. Who is right?
