Yes, you can absolutely use the Solera Family Room for 15' RV Awning # LC362230 in windy conditions.
The reason is, you secure the room to the ground with ground spikes, much like you would a tent when you go camping, for example. So you just put the spike through the grommet and hammer it into the ground and you have a secure room on the side of your RV that will stand up to windy weather.
This room is available for awnings that measure anywhere from 10 feet to 21 feet from center of arm to center of arm. The correct family room will be the one that matches that length. The # LC362230 is for awnings that have the measurement of 15 feet.
