The difference between the part numbers you mentioned of # TR38, # TR38A and # TR38B comes down to the difference between spigots and hubs in terms of how these valves install. So hubs fit OVER a pipe and spigots fit INTO a pipe.
So the part # TR38A has a 3 inch spigot and a 1-1/2 inch hub
