Do Ratcheting Winch Handles for Dutton-Lainson Brake Winches have a Forward, Neutral, and Reverse

Does this handle and or the 70347 DLB Series similar product reverse directions? Is there a forward, neutral and reverse setting? Also, what bolt shaft diameter fits through the inner hole?

I went out to the warehouse and pulled handle # DL70347. It can ratchet one way or the other but there is no neutral position unless you physically kept the switch on it from locking into either position. The handle threads onto a 1/2 inch coarse threaded shaft but it is specifically designed for Dutton-Lainson DLB series brake winches.
Handle # DL70346 functions the same way but fits B series Dutton-Lainson brake winches.
