It sounds like you have a problem on the brake signal (red) wire on your setup. I would first check to make sure that the red wire is making a good connection. Next I would try using a circuit tester like our # PTW2993 to test for voltage on the circuit when the brake is applied.
If you find that the circuit you are tapping into does not have voltage when the brakes are applied and none without then you will need to find the correct circuit. It should be a red wire that you will tap into.
The brake signal wire is what tells the brake controller to begin applying the trailer brakes. If there is something wrong on this circuit you will have the exact problem you are describing.
