I have a WDH and air bags on my truck and it still has a sag. Can I flip the WDH to prevent sag?....

A weight distribution hitch like the Pro Series # 49570 is actually designed to help with the sag you're experiencing; flipping it upside down is not going to help with the situation and would actually render the system pretty much useless. I would also recommend making sure that you're towing with the trailer completely level and you don't actually need a different rise/drop shank than the one that you're using.
With that said, it's possible that your weight distribution system just isn't properly rated for your trailer. From what I was able to find out from some research, the 2003 Fleetwood Prowler has a dry weight of around 5100-lbs, which would likely put your tongue weight somewhere in the 600 to 800-lbs when fully loaded. When choosing a weight distribution system, you ideally will have a tongue weight that falls right in the middle of the prescribed range of use.
I recommend starting out by confirming what the tongue weight of your fully loaded trailer is using a tongue weight scale like the etrailer # e99044, and then comparing it to the prescribed range for your system. If you find that your current system isn't properly rated, the Fastway e2 # FA94-00-1033 might be a good choice since it's designed for trailers with TW between 600-lbs and 1000-lbs. You will also need a weight distribution shank like the Fastway e2 Weight Distribution Shank - 12" Long - 10-1/4" Rise, 5-1/2" Drop - 1,200 lbs TW # FA92-02-4214, since that weight distribution system does not come with one.
