Will the adarac A4002965 model work with a gator back low profile hard cover work. And looking at the web site the adarac A400 2966 will not work with a hard fold cover, is that correct.

I'm not certain of the exact Gator hard folding cover you're speaking of, but if it attaches to the inside and not the top of the bed side like the BAK BAKflip MX4, part # BAK448130, the Adarac # A4002965 Pro Series Ladder Rack would indeed work on your 2019 Chevy Silverado 1500 with 5-1/2 foot bed, because the ladder rack uprights go up at a 90° angle to the bed side.
Racks that have uprights that tilt inward like the Adarac # A4002966 will interfere with a folding style tonneau opening up fully so it can fold up against the cab rear window.
