Im looking for best solution to carry a mountain bike on my car. Currently, I fold the rear seats down , but this is a pain . Im interested in knowing what would be better, a roof system or a hitch which I dont currently have a.ttached mount style? Cost and security are my main priority.

The safest and easiest solution to carry bikes on a 2013 Hyundai Elantra sedan or coupe is to install a trailer hitch, # C11303, (or # C11400 for a GT Hatchback) and use a hitch mount bike rack. This trailer hitch is a Class I so you are limited to a maximum of 2 bikes and the carrier needs to be Class I compatible. Curt also requires a stabilization strap, # 18050, when using a bike rack in this hitch.
For a bike rack, I recommend the Swagman Titan, # S63400. This is a Class I compatible rack with anti-sway cradles, the ability to tilt down, and an integrated cable lock. I have included links to the instructions for the rack and hitch for you.
