Changing Incandescent Light Bult of Pilot Automotive Light Up Hitch Cover

From your picture I'm guessing you're referring to a Pilot Automotive hitch cover light like part # CR-007D.

If so and it's a an incandescent light it can be changed. You remove the care of the hitch cover with flat head screw driver. There's a slow along the bottom in the seam between the lens and the houseing where the screwdrivers fits into to pry the lens off. I've linked a video that points out the location to insert the screwdriver although it doesn't demonstrate the entire process unfortunately.

The replacement bulb is an 1157 part # A1157B.
