Question:
I want to replace leaf springs and mounts. As you can see from picture the prior mounts were welded to angle iron and bolted to side of trailer. Is this the best option going forward? Any advantage or disadvantage to welding mounts directly to trailer frame? Or should I drill holes in bottom of trailer frame and bolt mounts to trailer? Thanks

You are on the right track here! I recommend welding them to the trailer this is the most common practice and will prove to be the most reliable. The 4-Leaf Double-Eye Spring for 3,500-lb Trailer Axles part # e54SR that you looked at are 1 3/4" wide with that said and looking at the photo I recommend going with the Front/Center/Rear Hanger for Double-Eye part # 115918 This has the width and bolt eye diameter you want.
If you will need the bolt to connect the two together use the Zinc Shackle Bolt with Locknut for Double-Eye Springs part # TRFA73Z916DLNZ
