To tow a small trailer with your 2018 Ram Promaster City you will need a hitch, trailer wiring, hitch pin, ball mount and ball.
For the hitch, I recommend Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit part # 75219 which is a custom fit hitch for the Promaster that bolt right up to the existing frame holes instead of drilling. The hitch is a concealed cross tube hitch so the only portion of the hitch that is visible once installed is the receiver tube. I have attached an installation video for your reference.
I recommend the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector part # 118719 which will give you a 4-Way connection on the back of your Promaster to illuminate the lights on the trailer. The Tekonsha brand is known to be longer lasting compared to the other brands of wiring especially the converters.
You will also need a ball mount, since I am not sure how much rise or drop you need to tow the trailer level I recommend to use an adjustable ball mount Buyers Products Adjustable Tri-Ball Mount for 2" Hitches part # 3371802225. This ball mount allows for 6" drop or rise. I have attached a helpful article that explains how to find the rise/drop you may need to tow level.
Lastly, I recommend to get a locking hitch pin to protect your investments with part # C23519.
