What you could use is the HITCH-LOCK, # DL13980. With the plate angled up, the trailer is protected from someone trying to hitch up to it. When towing a trailer with the plate angled down, it prevents someone from removing the hitch ball already in the coupler. It can be used with the trailer hooked up or not.
You will need to use a pad lock like # ML1KA with this HITCH-LOCK. It is also zinc plated for corrosion resistance so it would be good for a boat trailer. For a lock that can be used with or without the trailer connected, this would be the best option.
If your coupler has a lever latch that you can insert a pin through to prevent uncoupling, you could use something as simple as a latch lock like # 3008. You just have to determine the span the pin needs to be and the diameter of the hole to select the correct length and size.
If you wanted to unhook the trailer after launching the boat, you could use the Diversi-Tech coupler lock, # DT25013. It will only work with the trailer off of the ball.
