I have a 1993 jeep wrangler with a wench mounted on top of frame and bumper. Will this mount on top or under the bumper and frame and not interfere with the wench or the wench interfere with the plow operations

Since your winch install hardware is above the bumper you can use the K2 Snow Plow # K2SUMM8826 that you referenced as the install hardware attaches below the bumper and to the frame. All you'd need then is the correct install hardware kit # K284115 and you'd be set.
