Does Crossbar of Buyers Products Ladder Rack for 2016 Toyota Tundra Come Off to Remove Load Stop

Can the load stops be removed from the Buyers rack without taking the rack apart?

If you wanted to remove the load stops of the Buyers Products Truck Bed Ladder Rack # 3371501680 that you referenced you'd have to unbolt the bar from the uprights of the rack so that it could slide past it and off of the bar. I attached a picture that I think will help visualize that as well.
The most similar ladder rack we have that fits your 2016 Toyota Tundra 5-1/2 foot bed that you'd be able to slide the load stops off of without taking the bar off would be the Thule # TH27000XT. I attached an install video for this rack on a similar 2019 Tundra for you to check out as well.
