Does it come with the USB port or a cigarette lighter? Can it fit Honda Odyssey 2016 LX Console base?

The Rampage Minivan Center Console # RA39923 that you referenced is designed for use inside minivans like your Honda Odyssey so it should work perfectly. With that being said we haven't had a chance to actually test-fit this on a 2016 model Odyssey so it will be a good idea to compare its dimensions to the space you have available.
This unit measures 29" long, 9" wide, and 14" tall. The console does not feature any kind of electrical ports, as it's a standalone unit that won't be plugged into power. This will be used for storage purposes only.
