Yes, the Swagman Tajo Wall Mounted Kayak Storage System, # S65146, can be used out of doors, but you will see accelerated deterioration of the rubber padding and straps and corrosion on the parts due to being out in the sun and weather.
If you have a shaded spot that is protected from the sun and other elements, that would be the best location for hanging the storage system.
I added a link to the installation instructions for you to review. I also added a photo that one of our customers sent in for you to check out. He built a rack to hold his kayaks so he could move them to different locations when needed.
