i tried as to your recommendations lubricating it but will not unlock,i think i will need a new lock what would be the cost an how difficult is to install if the unit will not unlock thanks . john

If you can't get the lock to budge then you can replace the cylinder with any compatible Thule unit like the N070 # THLOCKN070, along with the corresponding key # THKEYN070 (the 2820 lock core that you currently have is no longer available). The Universal Change Key # 853-1251 will also be needed to insert the new lock core.
Since the existing cylinder is locked, the only way to remove it to make way for the replacement will be to actually drill it out. If you do this yourself you need to be extremely careful so as not to damage anything on the box. If it's not something you're comfortable doing then a local locksmith should have plenty of experience in this type of removal so they would be your best resource.
Once the current cylinder is drilled out inserting the new one isn't difficult at all. It's really just a matter of using the above-mentioned Change Key to physically insert the core into the opening and removing the key. I have attached a short video demonstration below that you can use for reference.
