To add a lock to the tailgate handle of your 2007 Dodge Dakota that does not have one currently you'll want the Pop and Lock part # PAL3600 instead of what you mentioned which was designed for this exact scenario. This is a manual lock setup so if you wanted a power lock type that ties into power locks of your truck you'd want the part # PAL8100 instead.
