I have the 89231 kit on my 2019 Ram 3500 and I'm seeing the psi rating spike when I put a load in the pickup. is this normal?

As you place more weight down on the Air Lift LoadLifter 5000 Ultimate Plus Air Springs # AL88231 you will naturally see the psi increase since there is more pressure being placed on the air bags. Just be sure you don't overload your 2019 Ram 3500 and that you don't exceed 100 psi when fully loaded and you're good to go! It's best to deflate them (don't go under the 5 psi minimum) prior to loading the pickup so that the weight doesn't cause the air bags to have too much pressure.
If you don't already have an air compressor kit installed on your Ram then I recommend the Air Lift WirelessAIR # AL74000 because it allows you to monitor and adjust your air bags from the comfort of your cab. This is a dual path wireless system which means that you can control the psi rating in each air bag individually plus you don't have to modify the dash of your pickup just to see the controller and you can even adjust your air bags from outside your pickup.
