Yes, you certainly can use an air bag suspension enhancement system on the 2019 Chevy Silverado 2500 with a 5th wheel hitch installed. I recommend Firestone Ride-Rite Air Helper Springs part # F2613 which does not install in the same spot as the fifth wheel brackets so they are compatible. I have attached a photo for your reference. The Firestone air bags are 4-ply so they are less likely to be punctured by moving components or flying debris while towing compared to other air bag options.

I recommend to add the Firestone Air Command II air compressor system part # F2219 to make your life with air bags much easier. The Air Command will allow you to inflate the bags from the cab without stopping at a gas station for air or carrying around a bulky compressor in the truck. The best thing about the dual path compressor system is you can inflate either side of the truck individually to level out the payload if you need to.

For installation you may also consider a tube cutter, part # AL10530, to make precision cuts of the air line tubing instead of trying to cut it by hand.
