Question:

I just purchased a 2018 Chevy Colorado Crew Cab short bed. I'd like a tonneau cover that's fairly sturdy to put up with snow load, etc but I'm not really fond of the folding covers with the 3 or 4 panels. I'd like to keep the price as close to a thousand dollars or so as possible, and have a cover that would be easy for my very short wife to use. I'd like something that's waterproof and lockable.

I've got a great USA manufactured option for you. Take a look at the BAK # BAK39126 Revolver X2. This roll-up cover is constructed of 1/4 thick interlocking aluminum slats with an outside layer of vinyl. The cover is strong enough to handle a moderate snow load. The cover is very easy to use, simply open the tailgate, and grab the cable release to release the latches on both sides. The cover can be opened from either side of the bed, you won't need to be standing in the middle. You can walk along the side of the bed rolling up the cover as you go, using one hand. The cover doesn't have a separate lock, but once the tailgate is locked, the cover is secure. All tonneau covers can leak a little bit, even the $ 2000.00 models aren't completely waterproof, but his being said the Revolver X2 does an excellent job of keeping the vast majority of the water out.

I've just recently recommended this exact tonneau cover to a good friend of mine. He's had it for about a month and a half at this point, and he absolutely loves it.
