Question:
I have a 2015 promaster 3500. Looking at installation instructions it seems like the front mounting of the board is using the hole that is used for jack placement. is that true and if so how does one jack up the van when needed?

It looks like you are correct in your assessment; I also contacted the manufacturer they did confirm that mounting the Aries RidgeStep Running Boards # AA2055539 does use the hole that is used for jack placement on the 2015 Ram ProMaster 3500.
You may want to consider using steps like the Carr Custom-Fit Side Steps - Hoop II # CARR105772 which mount to the frame of the vehicle, instead of using the jack holes. These steps do require some drilling, but that will be the case for any steps used on this vehicle. It would seem that running boards are not the best option for the Ram ProMaster vans since they do not have a way to mount on the frame of the vehicle in the same way that most trucks do.
