Where is the Rise Measured from on a Curt Euro Ball Mount

Question:
For the Curt Euro Ball it says •Rise: 3-1/8inch from top of inside of hitch opening Question: is it 3-1/8inch to the bottom or top of the ball? Thanks!

The 3-1/8 inches of rise that the Curt Class II Euro Style Drawbar # C45562 has is measured from the top of the shank to the beginning of the vertical bend below the ball.
