That's a harder number to give an exact figure for, but the diameter of the Saris Cable Lock # SA981 that you referenced is 10 mm and the loop end is basically two sections of the 10 mm cable folded over it's self with a bit of extra width since it can't fold totally flat. It's designed to fit through the standard safety chain loop holes on trailer hitches so if this is your application it would work well for that. Otherwise to be safe I'd say a hole diameter right at 1 inch would be about right since that's right at around 26 mm.
