does the bumper come with the needed brackets and hardware for mounting.

The product does not come with mounting brackets. The bumper is intended to be installed on the original bumper brackets without any modification or drilling. The product page for 20002 shows a picture of all of the hardware provided if you position your mouse over the word "Hardware" (in blue). You can also use our Hitch Hunter application at the top of the page to make sure you order the correct bumper for your vehicle.
