Will installation of TH43002XT require removal of the the rails, and once installed does it hinder operation of rail cleats?

Yes, you will need to remove the Deck Rail System from your 2019 Toyota Tundra to install the Thule TracRac SR # TH43002XT-610. Since the rail system needs to be removed you won't be able to utilize the rail cleats.
A bonus feature of the SR is that it fits with the BAK Revolver Tonneau Cover # BAK66ZR so that you can secure any cargo in the bed of your truck when your tailgate is locked plus you can open up the cover without having to move the ladder rack uprights around.
