Question:
Do these straps stretch beyond 12? If so, how much? Also is it 12inch from fitting end to fitting end or end of black band to end of band?

The unstretched length of the CargoSmart Standard Track Bungee Straps for E-Track # 3481713 is 12 inches and you get about 2 inches of stretched length. You can see this right at the 50 second mark of the review video I attached for this as well.
The length is measured from end to end.
