Yes, the Curt A16 5th Wheel Trailer Hitch part # C16120 that you referenced comes with the the head, center section, and base (legs). The only other thing you will need to use the Curt A16 is an install kit, the Curt Custom Fifth Wheel Installation Kit part # C16400-204 for a 2013 Chevrolet Silverado 1500 or the Curt Custom Fifth Wheel Installation Kit part # C16411-204 for a 2013 Chevrolet Silverado 2500/3500. These kits are both custom fits which do not require any drilling into the frame.
